Hangouts is the app that brings together on the spot messaging and video calls and that can be used except a smartphone number: you solely need to be a Google consumer.

Use Hangouts to stay connected. Send messages to contacts, make free video or voice calls, and chat with one person or group.

Although Hangouts is shutting down leaving its space to Duo and Allo, it's stil supported by the company.
